I have no doubt about that.

I am pretty sure that Mr Scumbag CEO uses John like a drug runner. You will notice that Jon is the one that is mostly quoted in all of the PRs. That protects Mr Scumbag CEO from being sued by the government, because he can then claim innocence and say that Jon was handling everything and telling him everything was hunky dory (when it wasn't).
