I can be wrong as I do believe the CEO likes to punish people, but by making the payment it is my opinion he can have the intention to go forward with "getting his money back" with some dilution later.

Plus, I'm not sure what the max RS could be as I saw somewhere he can only do 1:4 and if that's true it is not helpful which means he should make the payment and get whatever maximum RS he can get later that allows him to get the maximum dilution he can to keep his salary going with millions in bonus for having to go through this.
