The Elio was designed in Phoenix and the later prototypes were done in Michigan. He never "rehabbed" the plant. Instead he sold off old equipment. Actually, Hyundai leases out a big part of the plant. The rest is left to rot. This has nothing with being in the South for the plant. He could have got a plant anywhere and the company would still be in the same predicament. Investors know you can't build what he wanted for the price he said and think you were going to make a profit.
