I agree, an RS is probably not the logical move, as it would instantly wipe everyone out. Increasing the AS would not be popular either, and of course a clear indicator that dilution will continue. It would however be a continuation of the norm.

I also think you are right to call 10 Billion. Last time I called unlimited as I knew it would need to be raised again if it was limited. However by doing what he did, it suggests the illusion of an upper limit. I’m pretty sure he will just rinse / repeat.
