Mysterious balloons

Nobody seems to know who’s launching the balloons, or they know but they are not telling the public.
We are told that there are numerous satellites that are able to detect even license plates on cars. Since those satellites are so sensitive to identify such small objects on the earth, I am certain those satellites can determine exactly where those balloons originated. We don’t even have to pick up the debris to find out who launched the balloons —— just check the satellite images
