The proof is the history. It's not confirmed until the company announces it. Again Seamus never believed trading at .000001 was healthy for RNVA therefore he initiates the R/S. Has his philosophy changed all of a sudden? PPS needs to be much higher to entice new institutional investors without the toxic notes. It's much more reasonable to make major moves from a business standpoint when PPS are higher. Easiest path is a R/S. It won't effect Seamus or institutional investors one bit. Retail are the last ones these type of companies consider when making decisions.
