Illegal "matched orders" and "wash trades" using shares from short sales are effective price manipulation tools to influence and move share price up or down. Since these trades are "even swaps", the short sales can be covered immediately. There is essentially no cost or risk to the manipulators (providing they don't get caught.) Manipulation is used by short position holders not only to make money by short selling high and buying low to cover, but also to lower the price if it is rising high enough to threaten the shorters with margin calls.
