I don't know that he ever turned down advertisers, but staff was told that they could not sell commercial time. All they aired were a few that are called Direct Response Advertising. QTN would make money only if/when the advertiser sold something thru that ad. Sales are usually tracked by the phone # buyers call. They ran LOADS of Public service announcements to fill time, because pre-recorded shows were edited to a 40 (or 42?) minutes per hour format (good for syndication later) and they had to fill the time. That's why you also saw 3 stooges sometimes as filler. Live showes needed no filler.
