In the several times I have been unfortunate enough to be involved with an RS, the company has RS'd the AS and OS at the same time at the same reduction. The one exception I can think of was $VRUS, that did not reduce the AS (initially, although they did later), which really caused a massive problem, since it signals the company is looking to dilute into the ground if they don't reduce the AS also.
