Yes, it is a legal requirement in order for the court to intervene.

Which means that regardless of whether there really is a dispute, the plaintiff will say that there is an actual controversy as they need the court to have jurisdiction.

But once again, it doesn't mean that the defendants will be contesting in court. Stop misreading a basic threshold requirement as proof of a drawn out legal battle.

If someone can't tell that a shell is a shell, can you trust anything else that they say?
