You do realize that the entire purpose of the capital raise is to get FnF out of conservatorship, right? None of the things you listed apply when FnF are out of conservatorship.

Nobody will buy shares in a re-IPO if FnF would remain in conservatorship afterward anyway. So those risk disclosures would only matter later on if FnF get put back into conservatorship, by which point shareholders will be effectively wiped out again.
