My interpretation of the same rule is as follows:
Corporation A owns 50% of Corporation B, it incorporates 50% of B’s liabilities into its own balance sheet.
If it owns 79.9% of B, it incorporates 79.9% of their liabilities.
At 80%, A is required to incorporate 100% of B’s liabilities.
