The two economic advisors of Prime Minister Berisha, Petraq Milo and Suzana Guxholli, have been implicated in a conflict of interest in one of the largest water concessions, benefiting from the concession in cooperation with a family member of the Prime Minister. This story was finalized three days ago, when the Albanian government signed with the consortium "Interenergo Albania" the concession agreement for the construction of 6 hydropower plants on the river Shale. The value of the concession is 145 million euros. But the verification of the data for the winning firm showed that behind this very expensive concession are advisors, and even the Prime Minister's family members. More specifically, the winning consortium "Interenergo Albania" was created in May 2007 as a merger of three different companies: "Interenergo Slovenia" (70 percent), the corporation "Dukagjini" of Kosovo (20 percent) and "Euroconsulting" of Kosovo (10 percent). This consortium presented in August 2007 to the Technical Opposition Commission its project for the concession on the river Shale, otherwise known as the "Three Dukagjin" concession. Three months later, with Decision No. 757 dated November 7, 2007, signed by Prime Minister Berisha, this company is given a favorable bonus of 9.5 advantage points for the tender that would be held for this concession.
Bonus for advisers
The Prime Minister's decision was apparently a bonus award, based on the law "On Concessions". But the verification of the owners of this consortium shows that the prime minister actually gave the bonus to the consortium in which one of his advisers was also a co-owner. More specifically, the firm "Euroconsulting" of Kosovo (10 percent owner in the consortium) is a consulting company entirely owned by Mr. Petraq Milo, the economic advisor to the prime minister. In addition to identifying himself as the owner in the authentic documents of the firm, Mr. Milo has publicly accepted the ownership of this firm and in the curriculum that he announced on the official website of the Council of Ministers.
But the surprises are endless. Another economic adviser to the Prime Minister has announced in her official curriculum the fact that she is a director and manager in this company. The advisor in question is Mrs. Suzana Guxholli, who is also the direct coordinator and expert of the Prime Minister's office for all concessions granted in Albania. But although the full-power owner of the "Euroconsulting" firm, Mr. Petraq Milo, has not preferred to leave many traces in the documents. On the day of the establishment in Tirana of the "Interenergo Albania" consortium, on behalf of the co-owner company "Euroconsulting", a person named Zilif Lufi signed, in the capacity of "authorized director". The latter turns out to be a senior official of the administration of the Ministry of Finance of Kosovo.
We sell it to the cousin
The tender for the concession of "Tri Dukagjin" took place on April 22, 2008. But 20 days before the tender (on April 2, 2008), a reconfiguration of shareholders took place within the "Interenergo Albania" consortium. Thus, on April 2, 2008, the firm "Euroconsulting", owned by Petraq Milos, sells its shares (10 percent) to the partner "Interenergo Slovenia". On the same day, even in front of the same notary (Agim Robo), the Slovenian firm (after buying the shares of "Euroconsulting") sells 20 percent of the shares to an unknown firm, called "Alb Ener Investments". From the review of the official data, it appears that the newly added firm in the consortium, "Alb Ener Investments", was created only three days (founded on March 29, 2008), before the signing of this notarial contract. The owner of the company "Alb Ener Investments" turns out to be Mr. Haxhi Bardhi,
With the papers ready
The tender held on April 22 was won by the "Interenergo Albania" consortium. But, unlike the previous configuration, this consortium had changed some of the partners. The 10 percent share that the advisor Petraq Milo's firm initially owned was taken by its Slovenian partner, which on the same day it bought 10 percent from the advisor, sold 20 percent to a businessman with close family ties to the prime minister. Mr. Milo's company withdrew from the consortium 20 days before the tender, but its presence until then appears to have had a significant implication. Mr. Milo and his colleague, Suzana Guxholli, being economic advisers to the prime minister, have great access to information on the development of proposals and tenders for concessions. Underground connections of a consortium

Government institutions have been very careful in their official announcements about the progress of the "Tri Dukagjin" concession tender.
