No, it happens occasionally. Not every day, but maybe two or three times a week. It depends on the trade volume of a particular OTC stock and if there are broker to broker transactions that occur after market close for that OTC stock per FINRA 6282(a), 6380A(a), 6380B(a) and 6622(a).

No SEC regulations require a trade to be executed within a set period of time, so occasionally (especially if there is really high trade volume for an OTC stock), discount brokers that traded shares with their own retail customers may chose to trade those shares (broker to broker) after hours with other discount brokers within the limits of the FINRA rules above.

These after hours broker to broker transfers happen occasionally, and that transfer effectively "synchronizes" two or more discount brokers such that the bid and ask value you see will be more realistic, but it may not be the value OTC markets has at market closing, so there are times when the bid or ask numbers you see may seem unusual.
