Might the FDA have a conflict of interest regarding generic approval? FDA might want the profits to remain directed to this trust.

I think this is a good and important point, but I think of the possible conflict of interest a little differently. It was very much in the national interest to have a bunch of competitors making shit-tons of generic pregabalin, and the resulting decrease in OxyContin prescriptions speaks for itself. But is it in the national interest to have dirt cheap OxyContin? Would we then see a national shift back towards OxyContin? It's definitely a more complicated equation, and the FDA is mindful of more than just patent dates and bio-equivalency studies.
