The float is not the OS. They confirmed the float would not change and they also confirmed that their shares would be restricted for 6 months. They don't have to sell any shares to balloon the OS 36x.

Restricted shares are included in the outstanding share count which is why the stock tanked right after that PR because it was EXPLICIT confirmation that the shares are going to be added to the OS.
