so ------ if that is the case - I read that as Congress has NOT refined and defined the intent of the laws Congress wrote

So - the answer is CONGRESS must do more

The answer is not IMO to allow 9 judges to consistently tell 330 MM people this is what that congress - that law - SAYS ---- how the F do they know ? They should stay to liberties and rights and such from the constitution and not be in the business of telling us that when the EPA or VRA or ? was written - THIS AND THAT is what was intended
