so if the EPA is doing stuff NOT intended by congress

it is not for courts to read and act like GOD PLUS

but congress to amend and write again and again as needed so INTENT of congress is understood by EPA ---- and not interpreted by COURTS

e.g. surrounding water that EPA can have say on is a massive issue (as well as a few more in pollution and climate issues) --- now we have courts saying EPA this or that or yes or no --- we need CONGRESS to say we want X and not Y --- see the NEW LAW
