Absolutely I am assuming based on what is or isn’t happening. My thought is from further down in Oct 25 pr:
MSL will secure Federal reimbursement funding for SMVWCD from Infrastructure Investment and Jobs Act, The Inflation Reduction Act and the 2022 Omnibus Appropriations Bill through various Federal and State agencies, primarily the Federal Emergency Management Agency (FEMA), United States department of Agriculture (USDA), and the U.S. Department of Transportation (USDOT). Additional financial participation by other Federal and State Agencies is anticipated.

Personally I wouldn’t spend a dime until reimbursed funding is secure.

As for a contract signed that is probably true for MS to start applications process and represent on behalf of Twitchell project.

I’ve been involved in writing grants and have dealt with gov before. They are like molasses in a winter morning.

No hurries for me. AND again I’m just guessing.
