They weren't selling 4 ticks below the bid like you think. When you see that happen, it is because someone came in a dumped a large block of shares at once that was large enough to wipe out all of the bids up to 4 ticks down. The L2 and scanners are just slow to process it and don't reflect that it was just one or two massive sells. By the time that bid shows as being hit 4 ticks lower, the shares have already been sold into it through all the levels above.
