I think his style is more to say what he means as has always been the case, even if it hasn't worked out the way he/we wanted.
Perhaps some explanation as to why he is doing it like this will benefit anyone that doesn't understand why he is waiting and dispell unfounded rumors, of him filing earlier, EVEN though HE said he's not.
If he waits until 2023, he can file 2 years of annuals without quarterlies with an attorney letter, (and if financials are ok) and go straight to pink current, rather than limited.
