Because there might be a chance for people that bought this stock earlier this year to break even or make a little profit right before the split happens, let's say you bought 2000 shares earlier this year for $2 per share. You've been $4000 in the hole all year as cei have been dropping. The bottom was .06 cents, the news comes out that the reverse split has been moved up to the 21rst of December and all of a sudden volume jumps up, you buy 40,000 shares at .10 cents, that's $4,000. You wait for stock price to get to .20 cents or better then sell all your shares before the split you made all your money back and maybe a little profit if you can time it and get out maybe around .24 cents or so. It's a big gamble but some people make it happen and get all their money out before the reverse split happens.
