False. They are convertible preferred shares that are converted to common. They are restricted for six months BECAUSE THEY ARE OUTSTANDING.

This has been discussed ad nauseam in their PRs, 8k, Form 13Ds, Form 3s, including the most recent PR which states they are RESTRICTED FOR SIX MONTHS.

You don't place a restriction unless they are considered OUTSTANDING.
