Supreme Court Justices and all Federal Judges are nominated by the POTUS (the Executive Branch) and confirmed by the Senate (the Legislative Branch).

Also, I'm pretty sure that the US Federal Courts receive Appropriations from the Legislative Branch as well as the Legislative Branch can likely "pack the USSCT" if it really wants to.
