Well, yes. But that's because it's the policy of Texas to lock up a lot of black people.

Viktor Bout armed a lot of violent conflicts around the world, (presumably illegal if not working for the CIA). Selling surface to air missiles is bad, but I don't recall the FARC being at war with the US. So there's that.

I'm not making Bout out a good guy. I'm just saying he's a has been... and it seems like he was when he was captured. And as far as him being any sort of special threat... Like I said. He was the right guy at the right time, and he knew enough to know that time was past. Well, he almost knew enough. Greed got the better of him.
