Not sure about their winning. They didn't have any experience in the area until they partnered with Prolog and Prolog has zero footprint in the U.S. If the people evaluating the contract were to visit the website they probably wouldn't even know how to translate it.

IGEN/Prolog needed to have their partnership prior to the response to proposal. Although this is the proposal that probably was the catalyst to them teaming together.

I think we will have to wait to see that partnership pay off, but I would love to be wrong. I wouldn't mind seeing a new improved website sometime soon. It is pretty sad they didn't put up an under construction link.
