This is incorrect.

OTC Market decides when to place "Dark or Defunct" on a ticker. Not the company. That's because there is no company. And being that there is no company, there is no one to contact to ask if they are dark or defunct. So, again, it's OTC Markets that decides to place that label on a ticker.

Btw, it's not "OTC Exchange". They are not an exchange. They're a public company operating an electronic trading site.
