You are? That is not what the poster you were responding to was talking about.

“piggybacking” is not adding a new supplier to an existing contract, but rather allowing an agency who was not part of the original procurement to utilize an existing contract to obtain supplies and services.

So unless Mullen has an active government contract, the piggyback clause you are referring to is meaningless.
