Restricted shares are still outstanding shares and will balloon the market cap 36x from it's current levels. That's a hell of difference.

The low float argument doesn't hold when 93% of the companies shares are being issued and dumped into the OS.

This is not a $200 million company nor anywhere close to that which is what the market cap would be at current levels. It has a book value of $11 million.

There are plenty of high value market cap OTC stocks with tiny floats that sit idly with no trading volume because there is no upside to trade them.
