Those are both questions that won't be addressed.

Even if they were to acquire a mine or land in which they could mine, that's just the beginning. There are costs involved in acquiring permits as well as specialized equipment and personnel.

Do they have the financial ability to do anything at all?

You can lead a horse to water. But you can't make him get down on one knee and do an Al Jolson impression!
