I am of a firm belief that this is ALL about politics, therefore I am of the opinion that SAFE won't pass during the lame duck session. The Republicans are not going to let the Democrats take the victory for this, nor do they want "social equity" provisions attached to it. IMO the Republicans are going to take this up in the new Congress, and they are going to put forward a banking bill that allows safe banking but stripped down of all the other provisions the Dems are trying to attach to it. The Dems will be called out if they don't vote for it. They will cave to the Republicans (like they always do) and a stripped-down bill with pass sometime in early 2023. Republicans win.

This assumes there will be time to deal with cannabis reform in between all the impeachment proceedings, and Hunter Biden special councils, and Hillary email investigations.
