Mark my words... something is up behind the scenes.

1. No effective/ approximate date on RS.

2. SAYS IF AT ALL ( to me that means if necessary. Or maybe not at all.)

3. Does not mention Authorized shares in the R/S, only Outstanding with an increase of the Authorized shares to 65B.

4. 14C is just a disclosure statement stating the board met and voted on these 2 options and the board approved them. And that's all I'm seeing in the filing. So that's where my IF NECESSARY interpretation makes a little more sense.
