Market manipulation may involve factually false statements as well, but it always seeks to influence prices in order to mislead other market participants.
These are done by pump and dumps, wash trades, Order Spoofing... and many others such as hijacking shells.
Deitsch was caught doing wash trades but he wasn't smart enough to understand that you can't do it with 2 accounts you control.
Deitsch lied about contracts in India and China - that is also securities fraud.
Deitsch just stop dragging this out - the SEC rarely loses - and after reading hundreds of SEC complaints the one against you is the most egregious I have read - it indicates you aren't very bright.
