There's another way to look at this- perhaps the company expects to be able to make the payments, in which case the shares will not be issued at all.

The Note is secured by 75,000,000 shares of restricted common stock, which will not be issued until ten days after the due date of the loan has passed and payment has not been received by the lender.

I know optimism is frowned upon so I try to keep it to myself, but it is possible things are in the works that will allow the company to make the payments on schedule.
