Some are done because the share structure is maxed out and there aren't enough shares available to allow further dilution to pay off debt. The company here has an uplist plan and they were wise in greatly reducing their debt, prior to the reverse split. This company is greatly undervalued and at these price levels, the max R/S is already factored in.
