Is there a way that I can disable PMs from all paying and nonpaying members? I'd like to not send PMs or receive PMs from anyone except for Admins. Is there an option for this?

There is not, nor is one contemplated. Public Ignores and Private Message blocks are going to be segregated however, versus being the same list as they are now.
