Well OK, jour, It's the FDA and DEA, perhaps they are looking at the numbers in years past , (work with me) the DEA only allowed X amount of
API per Pharma. because there were only X amount of people that needed it, now the number of people that get the scrips has doubled, so they now can justify the increase because they are running out.
