LOI's never get cancelled until they do. Same for promises of "no reverse splits." But no one believes such things during the euphoria phase. But we all know what happens when everyone is convinced a stock, management or particular deal is golden and can't possibly fail.

PLPL's transfer agent --Signature Stock Transfer-- was run by Robert Bogutski until "the U.S. District Court for the Northern District of Texas permanently enjoined Bogutski from future violations of the antifraud provisions of Section 10(b) of the Exchange Act and the transfer agent record keeping provisions of Section 17A of the Exchange Act." Prior to that the "Commission had already barred Bogutski from association with any broker, dealer, municipal securities dealer, transfer agent, investment advisor, or investment company." The SEC stated "It would have been difficult for an issuer to effectuate the distribution of a massive amount of unregistered securities without help from an accommodating transfer agent. Bogutski provided that help here."

So after his banishment he simply turned over the operation to Jason Bogutski (son?) along with Kathleen, Denise..all same last name.
