Pedantic faceless bureaucratic bastards that they are, they would probably make some unreasonable request, such as evidence that it actually works in humans and has a favorable risk benefit.

Don’t they know that people are dying?! (To get rich, that is. Or at least to recoup some of their losses - otherwise there’s going to be some rebarbative Thanksgiving and Christmas dinners. Again.)
