With the FDA and their quota system, it appears that the FDA is failing the public if there is shortages. If a particular company can not fill their quarterly quota, shouldn't that company's quota be cut and allow other companies the opportunity bump up their quotas?

Nasrat needs to push FDA for a bigger quota "if" Elite can support the demand.
