You are right the offering shares are independent of what is traded on the market. My own opinion and just guessing of course, is the shares being sold in the offering could already be accounted for. Also; just because the offering states .0001 doesn’t mean NNRX has to sale shares they can reject an offer, that’s just the lowest price they will sell at. Under the offering they have up to a year to sell the shares and have the right to sell at a higher price or not to sell shares at all, that was in the original.

Don’t forget that market makers are in control here, 15mil shares sold @.0001 is only $1,500 dollars which in peanuts for a market maker if it keeps the price low and they can buy up several hundred mil shares at that or near that price.
