There are "clean" shells and then there are "dirty" shells. Yes, they can be dumped for a pittance. I don't know how or where Frank marketed his but I wouldn't be surprised if he just found someone who wanted to make a lot of money pumping various hype opportunities, like "lithium". There must be an underground network where these people are able to find each other.
