It should be noted that this sum $12.8 million is not expected to be received before 2030 (if at all). According to the amended agreement, the purchasers can exercise 2 million warrants at a price of $6.385 until February 17, 2030:

2 million warrants X $6.385 = $12.77 million.

But is unlikely that they will exercise these warrants before the end of the exercise period unless 3 conditions are met: The warrant is in-the-money (the stock price is higher than $6.385) The stock price is expected to rise, which the stock price was expected to fall.
