Preloaded at a dealership seems like the units are placed in the dealerships inventory and can be demonstrated to consumers for a package sale in the finance office. Some percentage of people will buy them , some won't. The unsold ones will be removed and placed on new inventory as it arrives. Not sure this is how it works but it seems likely.
