Owner? where is the evidence they were ever fully paid for? And one can't simply ignore the fact that the person being held up as a reliable source for the projects prospects, Mr. Balchin, is not only the guy who apparently never paid half the bill for the reactor, he is also the guy who signed the "contract" the India possibility spam hype is based on. A contract that was so unimportant he didn't even bother to read it first and see the blindingly obvious errors, or he is completely incompetent. Either way, a pretty lame source, even for spam hype.
