That does not make any sense. DNDN is trading in the $4s and if it gets an approvable letter instead of approval it drops at most into the $3s temporarily. If it gets approval, which is the most likely outcome, it shoots past $40... If that is not the definition of a "Value Biotech" I am not sure what is...
