Because it takes time to build cases than can be successfully prosecuted. Remember he was protected as president by DOJ policy, so the clock is ticking only since Jan of '21,

Even without threats from the orange cybaby about what will happen if he is indicted the DOJ, and the states of GA and NY, understand the necessity of dotting the i's and crossing the t's in order to bring a case built upon hard evidence.

Why has Trump not been.arrested yet?
