If I had to speculate, funding operations is their dilemma. If they can resolve that then they are back in business. At these prices they can't sell shares at this point to raise funds.
They could have executed an R/S long ago to resolve their $ issues. But they didn't. That of course would have wiped out the SH. So that is a good thing for investors.
There is nothing that we can do except wait and see out it unfolds. So in my case, I divert my attention to other stocks in my portfolio.
