A reverse split is often the kiss of death for a stock on the OTC Except when it is done specifically to meet the minimum price requirement to move to Nasdaq or to stay on Nassaq.
I believe NH was trying to assuage those who feared a split at a low current price would make those who owned the stock before the split , who did not sell, suffer huge loses as the stock reverted back to pre split levels.

Ironically, if and when the stock is .15-.25, many here will have unloaded a substantial portion, if not all, of their position after waiting many years for a payoff.
At .24 the stock market cap would be around $200 Million which is not unreasonable for a pharma to use as a negotiating point for a buyout discussion. Current market capitalization is one time yearly revenue!!
