For starters rshn is a total scam, and has absolutely nothing to compare to ocel.
second of all this is not new dilution. This was part of the deal where this man put in $2mm cash as part of his package amd as such received the 100mm restricted shares at .02. Nows he's an insider and is limited to 1% per quarter after 6 months restriction period passes. This is actually a very good thing and showing faith in the future of ocel. This is not a convertible death spiral but a very friendly financing for ocel imo.
